Survey on AAAs

Relationship between
CILs and State Agencies

Liberators for Justice (L4J) is collecting data on the nature of relationships between Centers for Independent Living (CILs), Area Agencies on Aging (AAAs), Adult Protective Services (APS) programs, and long-term care ombudsman programs. L4J seeks to determine the level of collaboration between Independent Living organizations and these agencies, especially in self-determination services and supports for people with disabilities and the provision of alternatives to guardianship/conservatorship. We appreciate your input.

Do any of your state's Area Agencies on Aging (AAA) petition for guardianships/conservatorships?
Do any of your state's AAAs also directly serve as an adult guardian or conservatorship providers/administrator?
Do any of your state's AAAs indirectly engage in adult guardianship or conservatorship services through administrative ties with affiliated nonprofits or volunteer groups?
Do any of your state's AAAs oversee or serve as adult protective services (APS) providers?
Do any of your state's AAAs oversee ombudsman programs?
Are any of your state's Adult Protective Services (APS) offices administered / managed by a local prosecutors office?
Are the courts in your state required to call for findings of fact in deciding guardianship/conservatorship cases?
Does your state promote access to less restrictive alternatives (including community-based CIL services) to guardianship/conservatorship?
Do you believe that your state's AAAs, APS programs, ombudsmen programs, prosecutors offices, or courts have relationships with one another that potentially expose them to conflicts of interest in administering guardianships/conservatorships?
Approximately what percentage of your state's population would you estimate has reasonable access to Center for Independent Living services?
